I was always told you could not undertake in the uk except at traffic lights, road junctions, and where you are in two or three lanes of slow moving traffic,
when your lane moves forward you are aloud to keep up with traffic, although you would be undertaking the slow or stationary traffic.
The highway code does say that if you are in the left hand lane of a motorway and to keep up with the flow of traffic you have to pass vehicles on your right it is ok to do so. It does say though that you should not weave in and out of traffic.
It is section 238, lane discipline

Yeah, I know that's the case with motorways - I was clarifying whether you can or cannot undertake on non-motorway roads according to the highway code.
The highway code does say that when there is slow moving traffic in queues and the line of traffic on your right is moving slower than you then you may pass on the left.
