That article talks about 8,000 residents, and a petition with 7,000 signatories. Now that is not democracy, smacks more of tyranny with a mix of autonomy and a dab of arrogance. Maybe time to use their votes at the next local election.

That's 87.5 ish % a very high turnout for any vote or petition but having sat in on council meetings I am not surprised, once they latch on to an idea nothing is going to stop them, especially if there are cars involved.
As to parking restrictions in high streets, why?
Generally, speeds are too high anyway (there are not many high streets where 30 MPH is possible or appropriate most of the day) the parked cars help to restrict the traffic flow keeping the speed more appropriate, and the shops have a better time.

@olduser As it's Scotland they can already issue fines of 100 quid for parking on the pavement or blocking dropped kerbs.
And it may soon be coming to the whole of the UK.

The key words I think are parking nearby, and it would have to be free or very low cost but I still think the claim is questionable.
Reasons;
Whey did the driver go in the car? - 'cause it's perceived to be quicker, and the car is the shopping basket, and coat, also bulky items, shops will usually help to get it to the car. So we are talking speed and convenience.
Car park is likely to be too far for shop to help, too far so smaller items need a bag, what about the rain? -

I haven't read the article properly but does it say those 7,000 signatures come solely from within the town's residents? -

@Rolebama I've heard people moaning before that they've signed petitions from FaceBook and things and it's subscribed them to some mailing list that offers them random petitions "that might interest them" but for some reason (algorithms?) it includes ones from random places they've never been to or even heard of, even international ones
Also the kind of zealots mentioned earlier could easily spread it around family, even just sign it multiple times themselves
