I see it's a dual carriageway, crossing those to turn right I find dodgy at the best of times, would traffic lights make sense in addition or as well as changing the speed?

To me it's a toss-up between those who thought a 70mph limit there was sensible, those who thought that would be a good place to build a school, or the parents who send their kids there.
