I've looked in the maintenance book and it reads refer to your servicing book which I can't find, please can someone tell me when it should be done as I feel with little mileage on the vehicle it's to soon

I had my Citroen C3 serviced at Halfords as normal ( Car Year 2019 -Mileage 29988 ) but on the report it said it was time to change my cambelt and since then they have email me asking if I had the work done!

Welcome to the Community.
Other members will have more experience than me, but during the service they'd inspect the car. If they've identified something that needs fixing, you'll need to pay for that to be done.
If you didn't pay any additional costs beyond the service, I doubt they've replaced anything.
According to a quick google search, cambelts should be replaced every 4-6 years or every 40K - 100K miles.
