Nobody yet knows how these charges will be calculated. Various methods are possible:
- ANPR cameras clocking all your driving.
- Some gadget in the car sending information about mileage.
- Using the mileage recorded at MOT time.
I am sure there are others but none of these are fool (or criminal) proof. -
Hopefully it never will be a tax.
For those on a tight budget it will be just about impossible.
At present, apart from breakdown's, the costs are predictable and before a journey is started money has to be found for fuel or no journey, simple.
But charging per mile will have to be retrospective, and by the time the journey is over there is likely to have been extra miles due to diversions, road works, and accidents so predicting the miles will be difficult if not impossible.
The present system works, it isn't broke so don't fix it, and it has a mileage element in the form of the fuel tax anyway.
