I saw a normal waste bin in the town today but it had a sign on it saying dog waste was allowed if it's in a bag

We have an area locally where most locals walk their dogs. It is not unusual to see people use their bags to pick up then empty the bags into one of the provided bins, and then discard the bag at the end of their walk. All the more common with those walking more than one dog.

I have to say it seems odd to me, owning a dog is expensive, conserving poo bags shouldn't come too high up in the list of priorities
One thing I do find odd is people who bag up their dog poo but then leave it on the pavement - why make the effort to preserve it? If you're that way inclined, surely at least leave it so it can be washed away eventually -
You make a good point, @Drivingforfun. If owners are going to the effort of bagging waste, they may as well carry it to the proper disposal bin. Leaving bags on the pavement defeats the purpose of cleaning up after pets and is thoughtless towards others using shared public spaces. I always bring a dog poop scooper with bags whenever I walk my dog.
