From my perceived knowledge of US Govt Depts, I equated their DMV to our Licence issuers.

I always thought it was extremely hard to lose your driving license in the USA, to the point where you'd have to do something so bad you'd probably be prosecuted for something more serious anyway - like murder?
Something to do with a car being pretty much a requirement if you want to take part in most of American society, so removing that has more consequence than it does in places like the UK
