I am not sure about the validity of the story, as it feels that there could be a breach of data protection laws, but I am perfectly convinced that it is possible.
Back in the 90s, it would have been possible to detect some problems which could cause a car to breakdown. The manufacturer could then notify a breakdown service and have them rendezvous with the car after phoning the owner. GPS would have been involved as well.
The scheme never took off because noone was really sure how data protection and rights of privacy fitted in.
