what does this sign mean?

Does it mean no parking for standard type of cars or is it only for lorries over 18t cannot drive there during these times? Im little confused and could use another person opinion

I think it means there's an 18 tonne limit to drive there, but for normal vehicles it's about parking restrictions, not driving.
For me it's the hours you're allowed to park. For all other times you'd need a permit.

I find it odd it's for parking due to timings. Often you see parking restrictions during day times. This indicates a sign of no disturbance. There is no white lines or any other signs after that point

It's got nothing to do with parking, as suggested by the absence of any reference to the subject.
It's simply prohibiting any vehicles over 18 tonnes MPM during the times indicated. -
This may be a mad idea, but ...
They could put all these signs in a little book, and make people study it before they pass their test. Maybe call it the "Highway Code". -

In my defence (Your Honour 😅) it's not the studying or the passing, it's the remembering that's the problem. -

Elaborating a little it means:
If you vehicle has a Maximum authorised mass ( MAM ) of 18 tonnes or more you can only drive down that road:
- Between 7am and 9pm on weekdays
- Between 7am and 1pm on Saturdays
- Not at all on Sundays.
* Note that 18T MAM does not mean that the lorry weighs 18T, only that it is authorised for that weight, so empty or loaded makes no difference.
