New Laws - August?

The last few days I have been seeing articles about 'New Laws Coming This Summer' with some citing August. These will not affect me personally as I don't own an HGV, don't park on the pavement, Am well over 25 and my car is ULEZ compliant. However, is this the extent of the new laws and does anyone have a date as to when they come into force? All I can find are suppositions.

What kind of sources are you reading this from?
Is it by clicking through from other sites? As, a lot of articles with titles like that are clickbait often written by bots.
Similar to "if you are between 55 and 64 and have a pension you must click this". -
Confused.com, Mirror.co.uk, Manchester Evening News and a whole host of others, but none with specific dates that I can find. I just searched 'new car laws august' and got quite a few hits again.

I saw a similar link that turned out to refer to some new rules for expats in Spain who will have to exchange their UK licences for Spanish ones. I don't know the details but I think they now have to pass a medical test.

I think one of the biggest changes being considered is getting rid of the 10% plus 2mph over the speed limit before getting a NIP.
No idea if it will happen or when though.

AFAIK the only suggestion to get rid comes from a small group of MPs, i.e. the All Parliamentary Group for Cycling and Walking. It won't happen.
