Driving in Europe

Headed to Germany on Monday, and hiring a car. The paperwork says I need an IDP, but other people have mentioned that it’s not routinely checked. Anyone had this experience?

We can take dogs, especially small ones on most public transport in my experiences. Although it may have to be muzzled or in a create.
That said Eurostar does not take them at all - some of the ferries (Stena Line Harwich to Hoek van Holland, P&O Hull-Rotterdam, DFDS Newhaven-Dieppe & Newcastle-Amsterdam) do allow foot passengers to take dogs.
Even without transport do check the rules on ensuring your dog will be allowed back into the UK. I'm not too sure how the situation here https://omegle.club has changed but would be surprised if it hasn't changed for the https://omegle.ws/ worst. -

You cant exactly make the roads in London or Paris more traffic friendly, Pretty much every major European city predates the United States as it is by centuries, we can't exactly rip them up and redesign them. Cars were forced to adapt to the roads, not the other way around.
Its really not that difficult as long as you pay attention to your surroundings though.
